NIH Grants Impacted by FY 2008 Budget

The National Institutes of Health (NIH) announced last week how award funding will be impacted by the FY 2008 budget. The new budget allocates $29.2 billion for NIH spending under the Labor-HHS bill, with smaller amounts from other sources to total $29.3 billion overall. This represents a one percent increase from FY 2007.

The NIH Fiscal Operations Plan for FY 2008 draws from the FY 2007 plan; it allows for funding of non-competing research awards, less the three percent inflationary increase previously committed. Under the plan, each Institute and Center has the discretion to supplement awards on an individual basis while staying within its one percent inflation allowance. As in FY 2007, non-competing grants that were awarded reduced funding before the budget was passed will be restored for FY 2008 as described above.

As in FY 2007, increases for competing research awards must also comply with the one percent inflation adjustment, with additional guidelines for FY 2008. To view the guidelines and the entire NIH announcement, go to http://grants.nih.gov/grants/guide/notice-files/NOT-OD-08-036.html.
