NIH Announces Two New Awards: New Innovator Award and Bridge Award
The National Institutes of Health (NIH) has announced two new awards. The NIH Director’s New Innovator Award combines two of NIH’s most pressing goals—stimulating highly innovative research and supporting promising new investigators.

 
State Voluntary Pay-for-Performance Programs Could Have National Implications
The Center for Medicare and Medicaid Services (CMS) recently announced its newest partner in a collaborative effort between the federal agency and voluntary state performance measures programs. According to the Los Angeles Times, the results of the program could eventually be used to create national physician performance measures (L.A. Times, March 15, 2007).

 
Senate Budget Committee Sets Higher Discretionary Spending Limits for FY 2008
The Senate Budget Committee voted along party lines to approve the fiscal 2008 budget resolution on March 15, 2007. Chairman Kent Conrad (D-ND) drafted the resolution that would allow for $18 billion more in domestic discretionary spending in the next fiscal year than President Bush proposed in his budget.

 
Zerhouni Makes Case for Expanding Stem Cell Research, Clinical Trials
During his testimony before the Labor-Health and Human Services Appropriations Subcommittee on Monday, NIH Director Elias Zerhouni spoke of the need to provide access to additional stem cell lines in order to advance progress towards finding medical cures.

 
NPI-Sharing Policy Still Unclear
As of May 23, 2007, all claims submitted to CMS and private payers must contain your National Provider Identifier (NPI) number. Your “legacy identifiers,” such as Medicare Provider Identification Number (PIN), Unique Provider Identification Number (UPIN), and proprietary commercial identifiers, will no longer be accepted on claims submitted after this date. The Health Insurance Portability and Accountability Act (HIPAA) mandates that physicians submitting claims electronically use the NPI.

The National Institutes of Health (NIH) has compiled information on FY2007 fiscal policy and implementation into a single Web site. The site describes NIH-wide policies and includes links to the financial policy pages for individual Institutes and Centers.
